1.1 Background

The Technical Cooperation component of the Phase III of the Tangail Infrastructure Development Project (TIDP) of LGED financed by GTZenvisions ecological village development - having environmentally sound water supply, sanitation, solid waste management and energy supply system to be tested in at least five villages of Tangail District, with active participation of village population and in close coordination with the concerned Government Departments and private organizations. The results are expected to contribute to the project objective: sustainable all-weather access to and from growth centers is ensured for marketing of agricultural and commercial goods and the environmental awareness of the selected rural target groups of Tangail District is raised through environmentally sound improvement measures in the fields of water supply/sanitation/solid waste management and energy.


1.2 Rationale

It is desired that formulation and implementation of appropriate solid waste management strategy in the project villages as well as pollution control measures for the industries in the project area would contribute to achieving the aforesaid objectives of the ecological village.

1.3 Terms of Reference

As per TOR the following tasks have to be performed under the proposed project.


a) Evaluation of existing database on the five TIDP ecological villages with regard to waste and industrial pollution

b) Analyzing and classifying the different types of wastes produced in the villages and the ways of disposal

c) Carrying out surveys in all five villages to identify current waste production of a typical family, and anticipated future production, according to the different types identified, as well as disposal practices. It is considered that at least 25 household interviews per village have to be carried out, to get representative information. The interviews will also cover the level of environmental awareness regarding waste of the villagers. The questionnaire/interview guideline is to be approved by the DMTA before use.

d) Identifying ways and means to reduce waste production, to recycle or re-use waste, or to improve disposal practices.

e) Identifying technologies, techniques and practices suitable to maintain or improve the waste balance in the villages and prepare detailed proposals for implementation under TIDP. Prepare proposals for improving environmental awareness of villagers regarding waste.

f) Preparing a detailed analysis of the 10 most polluting industries in the village Gorai Nazirpara with regard to type and environmental hazard level of pollution caused, and to prepare recommendation for mitigation. Participating in a village meeting to present and discuss the proposals with the industries' representatives and the villagers; and

g) Preparing a report on all findings of the assignment, including methodological aspects and possibly shortcomings.
